HLAPI Android Bluetooth Support

We don't currently support bluetooth in the high-level API.

@asimshankar do you know how we might be able to hook it up?

We'll have to do something similar to what we did in the Java API.

• The code to adapt the Android bluetooth APIs to the interface required by the plugin interfaces is in https://github.com/vanadium/java/tree/d3aece3f47cd8ff36192c11828c048a9bbb375e1/android-lib/src/main/java/io/v/android/impl/google/discovery/plugins/ble This should be usable as-is
• What will need to be added is the "hookup" between that and the underlying Go code, which would be to somehow call this: https://github.com/vanadium/go.jni/blob/c7d4d72e599cba9a6f656d4ddfac89ff0fbc789a/impl/google/discovery/plugins/ble/jni.go#L27
• In the low-level V23 Java APIs, this is done here: https://github.com/vanadium/go.jni/blob/bcc682401514765f0d27b1401de950ae1548aba1/jni_android.go#L46

I'm not familiar enough with the high-level API implementation to know how to get this done, but hopefully this provides enough pointers. Let me know if I can add more detail.

Thanks @asimshankar those pointers help a lot. I plan to investigate this later.
