if we cannot connect to the cloud, then the userdata syncgroup shouldn't be created
The location (and blessing) of the cloud should be able to be specified as an option during initialization.
We might need to modify syncbase allocator to allow you to pick the application id/name.

We are able to use the cloud now, but...

We don't send an RPC to the cloud to create the userdata syncgroup. That is the only way to ensure no syncgroup creation race.
We don't have a way to specify what the app blessing string is yet in sb-allocator
