Cancel Withdrawal button is not accessible since "You're offline.." banner stays on transaction screen when user turns off the internet

Does Not Repro on build version: Android Internal Alfajores Build V1.38.0
Does Not Repro on devices: Google Pixel 2XL (11.0), Google Pixel 4a (12.0), Google Pixel XL (10.0)

Pre-condition:

1. User must have installed the latest build
2. User must have funds in their account
3. User must be on the Withdraw Fund Page.

Repro Steps:

1. Select Celo dollar & tap on Next button
2. Enter valid amount and tap on next button
3. Tap on Bank account from Select withdraw method page
4. Tap on Continue button from Link Bank Account page
5. Enter bank details and proceed to review page
6. Tap on Withdraw Funds button
7. Now turn off the internet and observe

Bug: Cancel Withdrawal button is seen overlapped since "You're offline.." banner stays on transaction screen when user turns off the internet.

Expected Behavior: While tapping on refresh button the banner should no longer seen and user should be able to access Cancel Withdrawal button

Impact: Bad user impact as user is not able to access Cancel Withdrawal button
