Create a sign-off checklist for (non-trivial) pull requests

Add as Github Pull Request Template or Gitlab Merge Request Template

Some ideas:

i18n
- Update string template files, when necessary
Deployment
- Add necessary steps to tentative deployment checklist
Lint-y
- Read CI logs
- No new warnings
