Vertificate Verify failed when disabling verification. 1.25.6.

Hi! I'm using requests 2.22.0 and urllib3 1.25.6 on Ubuntu with Python Version 3.7.3.

I think this issue basicly is the same issue as in #1682 . Only diffrence is that im using
verify = False in requests to perform one. Executing it on the ubuntu system causes an Certificate Verify Failed error.

If i run it on my local desktop pc which is running Windows i can execute the code with out any issues.

Im not even quite if this is the right place to ask but maybe you can help me out.

Forgot to mention; it works on <1.25.4.

Can you give an example script which reproduces the issue, because I can't reproduce this issue on my Ubuntu laptop.
