What this PR does / why we need it:

This PR adds a "Stale" bot configuration per integration docs with (greatly) extended values for daysUntilStale and daysUntilClose per suggestion elsewhere.

I fully admit that this may not be the right place to codify this decision, but it's the solution that seemed attainable to me after looking around repository settings.

Which issue(s) this PR fixes:

N/A (?) Fewer issues/PRs closed due to "staleness", which IIUC is desirable.

with (greatly) extended values for `daysUntilStale` and `daysUntilClose`
per suggestion.
