V14-RC3: Remove "All" filter option from user status

Bug summary

I noticed the "All" filter option at status filter and wonder if it should be removed as it doesn't make sense to filter on "All" and any of the other statuses.
By default when no filtered it shows all.

Furthermore it is inconsistent with user group filter, which doesn't have a "All" filter option.

In the current backoffice it doesn't show this "All" filter option at user status filter either.

If we need this, I think it will be better to have a concept to select/deselect all as in log viewer.
