V14-RC3: Sometimes user collection doesn't load

Bug summary

Sometimes when navigating backoffice e.g. from user groups to users, the user collection doesn't seem to load.

When I then start filtering, the users show up again.

I can no longer reproduce this, so this should be fixed for RC4, I think this is the PR that fixed it: umbraco/Umbraco.CMS.Backoffice#1793

Please don't hesitate to re-open if the issue persists in rc4 😁
