V14-RC3: Partials views editor under settings returns 404 #16249

Which Umbraco version are you using? (Please write the exact version, example: 10.1.0)

14.0.0-rc3

Bug summary

in the settings section you are able to see and editor the partials razor views, but when click on a partial view for editing an error toaster comes up and says "ApiError - Not found". And network exception can i see the call
https://localhost:44370/umbraco/management/api/v1/partial-view/%252Fblockgrid%252Fareas.cshtml
Status Code:
404 Not Found

When can start an new partial view, editor but same problem the saving the partial view

Steps to reproduce

Go to the section settings and go to partials views and try to edit a partial view from the tree list.
Try to add a new partial view and click save

Expected result / actual result

Opens the editor to edit the parital view inside umbraco just like templates

This has been fixed in rc4. please re-open if the issue still persists 😁
