[Feature Request] Email user when permission granted to app

Describe the solution you'd like
When a user grants permissions to an application, an email should be sent detailing what was granted and to whom, with a link on how to unsubscribe.

This isn't necessarily tied with Mailchimp but could be part of the overall project.
