Version of Cadence server, and client(which language)
This is very important to root cause bugs.

Server version: v0.23.2
Client version: v0.19.0
Client langauge: go

Describe the bug

Start twice activity after a decision task, cause workflow panic error

To Reproduce
Is the issue reproducible?

No, very small probability to reproduce.

Expected behavior
Should execute once activity.
