Overview

We've been using the name EXPERIMENTAL_useProjectService to explicitly indicate it's an experimental option. But we're going to be promoting it to stable in v8. That means we'll need to figure out the proper name for it.

#8031 has some existing discussion. Filing this issue to track solidifying the name.
