support 3.10 in binary wheels: twisted-iocpsupport, cython-test-exception-raiser

I expect this ticket to have at least 3 PRs and two releases:

a twisted-iocpsupport PR (1) and release v1.0.2rc
a cython-test-exception-raiser PR (2) and release v1.0.2rc

both releases will be compatible with Twisted>=21.2.0 but require --pre to install

Then I'll make a PR (3) into twisted to create a CI build using --pre and once verified. I'll make a mailing list announcement.

With consensus I'll release twisted-iocpsupport 1.0.2 and cython-test-exception-raiser 1.0.2

Then I'll update the PR (3) to use twisted-iocpsupport >=1.0.2, <2 and ython-test-exception-raiser >=1.0.2, <2
