proto-len protoc plugin failures on windows with ghc 9.6.2 and 9.8.1

It is not clear where the problem comes from, but in both cases we temporarily rely on forks of proto-lens and ghc-source-gen packages in which we updated package bounds and fixed some compilation issues (which seems to work on other platforms according to the tests).

• For ghc 9.6, we could maybe try to use upstream packages now, as well as update to 9.6.4.

• I do not know if this is related but the error message is similar in these ghc issues:
