tox_configure is run after a provision environment is set up

I discovered that tox_configure hook is run after a provision environment is set up, which makes it difficult for plugins to affect the configuration of the provision environment itself. Is that intentional or an unexpected side effect? Is there a clear solution on how to fix it?
