Why
github.com/spf13/viper@v1.7.1 depends github.com/dgrijalva/jwt-go.
dgrijalva/jwt-go is not maintained, leaving security issues unresolved.
Eliminate dependency on dgrijalva/jwt-go by upgrading github.com/spf13/viper to v1.9.0.
