Release a new version of tokio-util

Is your feature request related to a problem? Please describe.

The most recent release of https://crates.io/crates/tokio-util seems to be 0.7.4, ~5 months ago. Based on https://github.com/tokio-rs/tokio/tree/master/tokio-util, there's been a few nifty features and adjustments (e.g. #5033 and #5070) since then.
