Not able to modify flag (or inverted flag) defaults when Annotated is used together with @app.command()

Description

When using Annotated in conjunction with a method decorated with @app.command in Typer to add subcommands (subcommand is test in this case), it always generates --<PARAM_NAME> and --no-<PARAM_NAME>flags for bool param and also does not show help message (for any param type). You can use the exact snippets for the example in Boolean CLI Options and use it with @app.command() to confirm.

This is related to #684. The issue was due to compatibility with Cython in Python 3.11
