🌐 Start Persian/Farsi translations

Following the contributions guide, started the Farsi/Persian translations by running:

python ./scripts/docs.py new-lang fa

This doesn't add any translations yet and was created for #2041.

I think you you can pick the main page this one "docs/fa/docs/index.md" translate it and create a Pull Request so people can review. But please check if there's no PR for that.

Or you can take any page from the en/docs and translate and put it in the fa/docs directory accordingly.

Or you can review PRs with the label lang-fa and review the translations.
