esc does not open/close the secondary console/tools panel #55

Guessing it's being swallowed somewhere. It works when going from the three tools, to another panel, then back to three tools. Upon interaction, the event is swallowed somewhere (nothing immediately comes to mind).

Even with rendering only a blank html page, this fails in Chrome -- looks like a platform issue.
In Firefox, the secondary panel slides up and back out immediately. Might be a bug on the extensions' end.

These both look like platform issues.
