No error when non-existent config file is provided

At the time of writing this issue was present in the master branch.

When running with -f flag testem checks only extension of the config file, but never really checks if it actually exists. For example:
testem -f ./test/non_existent.js
This line passes extension check and testem outputs no error.

This is really confusing for users.
