LGTM. However, mind opening a tracking issue for this? Would be a good place to collect feedback if we get it, and also once we release this change to a stable release, it would be good to track updating documentation a bit (since virtually all OSS TB material shows the scalars dashboard as the main example).

It has been available for some time but is generally the last dashboard listed in the TensorBoard header. After quite a bit of work improving it and using it internally at Google, we've decided it is time to elevate it to be the first dashboard.
