tensorflow-addons 0.23 wheel for windows

There is currently not windows wheel for the version 0.23. Thus, when doing pip install tensorflow-addons on a Windows machine it will install version 0.22 instead of 0.23.

Is it possible to add the wheel for windows? (the file below if the wheel for windows 64 bit, in case it helps)
