Load Balancing between Consumers

Description

We use multiple message consumers.

We don't want the consumers to use all available resources on the system to prevent raising the Load too high.

We achieved this by adding a Event Listener which sleeps if the CPU Load is too high.

My idea:
Add 2 new parameters to the messenger consumer (e.g. max-load, load-refresh-inverall).
Add config parameters to activate the feature and register the event Listener on "WorkerMessageReceivedEvent"

Does this make sense?
