Cluster autoscaling

Provide a solution for cluster autoscaling.

Use Case

If we want to run growing workloads on our EKS cluster, we don't want to manually scale out the cluster nodes.

Proposed Solution

Currently two options exist:

Extend SuperEksProps with a cluster autoscaling property.
Automatically configure one of the above.
