Cannot publish Shadowpages with automation bundle

Actual Behavior

I Tested in 2 separate projects to publish shadow pages with the automation bundle. It does not matter if the page has been published before either as a shadow page or as a normal content page. It does not matter if the automation is created while published, unpublished, while as a normal content page or as a shadow page. An unpublished shadow page can not be published with an automation.

The error is:
Document cannot be a shadow of itself for locale "<root page here>" in vendor/sulu/sulu/src/Sulu/Component/Content/Document/Subscriber/ShadowLocaleSubscriber.php:234

Expected Behavior

Let me publish that shadow page with the automation bundle :D.

Steps to Reproduce

Create root page
Create Shadow page
Create automation to publish
run bin/console task:run
Be sad :(
