Bulk edit authorities for contributors and organizations #3108

#3106 and #3107 add the ability to add/edit/remote URIs for contributors and organizations on an H2 record.

Administrators need to do this in bulk as well. This would be an admin function in the admin area.

Possible solution (work with Arcadia and Amy to refine):

Admin user searches for a contributor/organization string
Exact matches are shown
Admin user enters authority
Authority is applied to all matching values with new cocina generated

Questions:

Do we need to version and accession any work that is deposited already (i.e. not in draft)?
