move cocina -> datacite mapping code to datacite-ruby gem #4584

Since the cocina-> orcid mappings are in the orcid-client gem, it makes sense to move our datacite-mapping to the datacite-ruby gem.

See also issue #4529, which should be transfered to the datacite gem after this ticket is done.
