It's been a couple of weeks since we released 13.3.3.

@m-allanson and I are picking away at #2454 and #3935, but it may be a while longer before we have something ready. In the meantime, it'd be great to get a release out.

The following pull requests need reviews:

• Make --report-needless-disables CLI flag respect stylelint-disable commands #4714
• Fix false positives for inlines styles in declaration-empty-line-before #4726
• Add ignoreFunctions: [] to value-keyword-case #4733
• Add an ignore option to time-min-milliseconds #4743
• Minor lint tweaks #4693

And this one is waiting on a minor tweak:

• Avoid comments in at-rule-property-requirelist #4744

I haven't found time to look into #4682 yet, but that's not for this release.

@srawlins If you've time to make amends to #4749, we can get that into the next release too.
