[Bug]: Incorrect German Suggestions #4278

Two things seem to be going on:

The German dictionary allows compounds from lower to upper case words.
Case changes are being pushed higher on the list because changing case is considered a cheap change. Fixing the first issue will take care of this, but even so, it would be a good idea to discourage case changes mid word.
