Describe the bug

Following the exact steps in section Test the transfer command locally, there is an error on step 1. Create transfer token

After cloning the repository (Create and clone a new Strapi project - step 4. Clone the project repository), running the next set of instructions does not work - npm run build.
An error is thrown; 'strapi' is not recognized as an internal or external command, operable program or batch file.
