Add CRA clean install + sb init benchmark to CI

Nice job! Do we need to document somewhere what environment variables need to be set for this to work and where the data is viewable?

Does the datastudio reporting happen on CI only?

Contributors' machines will vary in speed.

  • Made GCP upload only happen on CI
