Change template for storybook generation

Is it possible to change the template ( except header/preview header)? reorganize menu / add custom footer etc.

I'm not quite sure about the possibilities of reorganizing the UI of Storybook (as it also depends on how far you want to take it), but subtle configurations of the Storybook UI (in the form of theming) is something that is actively being worked on (See #3628).
