useCookie - Feature request

Hi!
I wanted to add/modify some cookies on a project using Stimulus and thought something like this might be available on stimulus-use, but it's not. I've been messing around with a possible implementation of it in stimulus-use, to have simple getters/setters for cookies in the stimulus controllers.

I wouldn't mind putting together a PR for this if there's some interest in having something like this added to the project.
