Disable persistent entry archival in local unless --enable-state-archival is used #512

Add a new option --enable-state-archival that is only usable with local. When used persistent entries expire. When not used persistent entries do not expire for a very long time that is perceivable as infinity (e.g. 10 years).

Temporary entries should still expire on the same frequency as testnet/pubnet.

This flag presence of absence should only impact persistent entries.
