Release proposal 14.3.4

Proposal for a patch release, just to bump the eslint config package with a patch bump.

It includes the relaxation of no-return-await, that was discussed here: #1442, and merged here: standard/eslint-config-standard#164

Since there is no rush this time I'll let this issue be open either until a few people from the team have signed off, or unless I get no objections in a few days. Maybe about a week is resonable?
