Describe the bug

a nightmare. The key was implemented with name topic_padding not div.topic_padding. Same for the four border variants.

! Package keyval Error: div.topic_padding undefined.

continuation of #11099, #11096 an #11095

How to Reproduce

latex_elements = {
    'sphinxsetup': 'shadowsize=10pt, shadowrule=5pt, div.topic_padding=20pt',
}
