• Removes viper dependency by removing cobra/ CLI tool #1604

It seems the "golden files" also need updates similar to 4384b91.

Edit: But even better might be to update the test criteria so this isn't required each year? 🤷

This is also happening and will be a very big change to the overall dependencies that get pulled in. But shouldn't be a breaking change for the library 👏🏼
