Pick Lists results stored after removal of search term

For non read-only pick lists, results of an initial search are preserved in results after the search term has been deleted. This poses an issue for pick lists especially as they want to see the full list of options for selecting, which can't happen after a null search has been made with this bug.

We noticed that the picklist values disappear upon entering a value that isn’t part of the drop-down when it doesn’t get saved in the picklist. This happens whether a user has permission to add a value to the picklist or not. The only way to restore the picklist drop-down values is to refresh the page.

To Reproduce
Steps to reproduce the behavior:

1. Go to form with editable pick list
2. Type in a search term
3. Delete what you've typed
4. See that the results arrow is present and initial results will appear
