ci: build against edge sqlite #361

Sqlite 3.34.0 is going to come out soon, and I'd like to be able to build against upstream edge.

This PR does two things:

add a --with-sqlite-source-dir= option to extconf.rb
add a new CI pipeline that uses that option to build against edge sqlite
