Issue JP-3617 was created on JIRA by Howard Bushouse:

The NIRISS SOSS team has agreed that they will not be calibrating the use of SOSS with the F277W filter for quite some time yet (if ever) and hence we should stop trying to process those exposures, instead of having them cause errors when they reach the level-2b pipeline. So the level-2b and level-3 ASN rules for SOSS mode need to be updated to NOT create any associations for SOSS exposures that use the F277W filter. Hence processing will stop with level-2a products.

I believe this ticket is now moot, since JP-3150 implemented a code-based solution instead.  Please reopen if appropriate.

I think this is still needed - JP-3150 skipped extraction, but the NIRISS team wanted processing to end at 2a, with rate/rateints files.  Currently association files are still made for spec2/tso3.
