Remove the bandit version constraint when not needed anymore in the flake8-requirements file

Currently our fix is to add bandit<1.7.3 in the flake8 requirements file

Even if tylerwince/flake8-bandit#21 was fixed in march, I am quite sure that I got the same error still in April or later

EDIT: I confirm. For example here, it was still happening on July : python-qds/qdscreen#21

I have the same issue in all my projects, see

This is not really urgent, it all works ok "as is" so I still have this in very low priority mode.
