Purpose (TL;DR) - mandatory

config.global was introduced a long time ago (duplicating the "secret" config.target), but has remained hidden, causing several questions from users on how to fake time when mixing JSDOM and Node. This fixes that.

Background (Problem in detail) - optional

The baby brother of #2156. Also see #2155, sinonjs/fake-timers#318.

How to verify - mandatory

  1. Check out this branch
  2. Build the docs
