Tracking issue: Actix-web memory leaks

The Actix-web crate which is used by the Data-collector component has a number of memory leaks present in the current release, most of which are being tracked as blockers for the 3.0 release of the crate here: actix/actix-web#1554

Once these memory leaks have been resolved in 3.0, the Data-collector should be updated to use the new Actix-web release to resolve the leaks present in this component.
