RISC-V 64 - Vector Support

Hi!

I have recently been doing some tests using riscv_vector.h and still can't find any tests in real projects, only examples cited in the references below.
I don't know how significant it would be to get this advantage in a new architecture, but it might be interesting to try as many in simulated environments and real devices.

I’d probably get started supporting functions such as UTF-8 validation… which could be fun!
