Proposing self as maintainer

Description

I'd like to propose myself as a maintainer for Rekor. I'm active in the development of Rekor, both as a service and library, and the developer of a Rekor log monitor. I am active in the transparency ecosystem, focused on implementing log verification through witnessing and stronger offline verification for clients, so well-versed in how to maintain a transparency log.

Substantial PRs include:

• Adding checkpoints/STHs to responses - Include checkpoint (STH) in entry upload and retrieve responses #1015
• Developing our backfill script for Redis - Add script to backfill Redis from Rekor #1163
• Generating a "stable" checkpoint for witnessing - Publish stable checkpoint periodically to Redis #1461
• Building a client library for fetching the identities for a given entry - Add Verifier to get public key/cert and identities for entry type #1210, Refactor Identities API #1611

I've also been an active code reviewer for a couple of years and have had the permission to approve PRs (but not merge) since February.
