Superadmin should see himself and other superadmins in administrator overview #2554

Describe the expected outcome of your requested feature

When I'm logged in as a superadmin, I don't see my account in admin/administrator/list/, nor other superadmins.

I should see myself and other superadmins, in my opinion.

pk16011990 added the In Backlog label
