azure-functions-core-tools upgrade to v4 #675

This is a Feature Proposal

Description

Version 3 of azure-functions-core-tools (currently using 3.0.x in release 2.2.1) does not support Node 16 and 18 and I'm sure there are other outdated runtimes for other languages
Upgrading to v4 would be extremely easy using package.json

Any update on this? I need to use python3.10
