Add automatic backup options to project

Clients have expressed a desire to be able to set RDS backup options directly within the project rather than after-the-fact.

This issue has been opened to track this need and discuss the best approach how/(?if?) to implement this feature in a way that is general enough to handle the needs of multiple implementations with different needs.
