Refresh dependencies due to YANKED setuptools release.
This is an issue because the latest version of setuptools right now is the YANKED release, which will display warning messages unless either SeleniumBase refreshes the dependency, or the SetupTools Team ships a newer version. (See pypa/setuptools#2885 to know why it was YANKED.)
